ok i can confirm gameserver.exe [Interval] say_interval = 0 you can speak faster but cant spam the wierd thing is you got it set to 500 but on my gameserver that value is seconds (i set it to 10 to make sure)

Check the user maping for the SA https://gyazo.com/8377af394820ae37cc6084c7c8190010 you have to check both databases in my case i have difrent login for both databases
