Skillinfo strange names

Hello!

Does anyone know the reason why my skillinfo names look like this?

Each line looks like this: #RESOURCE_SKILLINFO_TXT_000316# and I don't know the names. I am making a skill learner npc but I need the names of the skills from skill info.

I think this string from .res file (en_US.res, for example). This is a localization file.
