Server is busy at security code

I know there is a topic like this. I read them but problem persist. I can enter game and even accept my password but problem is security code give me "Server is busy". I created account by Vector's topic

the code should be from 8 characters >:D and I think in SQL it is in MD5

Add any record to table 'Account' in database 'GameDB'. For example, create an GM account.

Thank you @V3ct0r I just added record as you said and guess what Fixed!  But every time that ı create an account will ı have to to this or there is any shotcut for this?
