Hello, it is the same as creating a server on normal windows.

 

Step 1. Gather all your resources ( desired server files, all the programs you want to use, blah blah blah etc.)

Step 2. Follow this guide to install SQL 2014

Step 3. Follow properly the Step 2 !

Step 4. If everything was set up correctly server should be working.

(I have skipped several steps because I am asuming you know how to create a server from scratch since your questions was on how to create a server on Windows Server, if this is not the case, follow step 5. )

Step 5. You don't know anything about creating a top server ? ( go to this youtube channel )
