How do i make a Tales of Pirates Private Server from 0 at 60 fps?

Hey all fellow nostalgic Tales of Pirates players/developers, just joined this forum and wanted to create a new Tales of Pirates Private Server with some Classic PKO Server Files or even better ones, my question for you guys is how much fund do i need to make a dope private server running without any lags or bugs at 60 fps, and also fully protected against sql injectors/dupers/glitchers and what do i need to buy except the host and server files? I have my musics/cinematics teasers and everything for free because i could do all of them by myself but i'm not a scripter, i used to work with mysql a bit but never made an actual database, anyone has a guide to this or any tips where i could start or hire anyone idk i kinda wanna engage into this first, i have almost everything needed but can't understand the workflow
