I have done this mod because it is annoying(atleast for me) when an interface element sinks beyond the client window. As for now, the code is implemented to work only for the skills user interface, you would have to make it work by yourself for the rest of the elements, which is pretty easy to figure out by just looking at the code and a bit of experience with the source code.
