Привет, @DemonAge! В MSSQL Management Studio в настройках MSSQL сервера нужно указать "SQL Server and Windows Authentication mode" на странице безопасность (Security) и перезагрузить сервер. Убедись что ты выдал пользователю Games права на базы данных AccountServer и GameDB. При создании этого пользователя пароль должен был быть не зашифрованным. В GameServer.cfg указывай полное названия экземпляра MSSQL-сервера, как отметил @NMS3RR. В твоем случае LAPTOP-TC5QAKAK\SQLEXPRESS.
